Lucknow, November 22: While addressing the eminent jurists, judges, and other dignitaries of various countries of the world on the fourth and concluding day of '22nd International Conference of Chief Justices of the World' being organized online by City Montessori School, Deputy Chief Minister Mr Keshav Prasad Maurya said that we are indebted to CMS in its continuous efforts to promote unity, peace and fraternity in society. The school has put the city of Lucknow on the world map. In his address delivered on the occasion, Dr Mahendra Singh, Minister of Jal Shakti and Flood Control, UP, said that India is one of the largest democracies of the world and it has been a forerunner in its mature commitments promoting peace and unity in the world. Vice Chancellor of Lucknow University Prof. Alok Kumar Rai, and the chief justices and legal luminaries as well as political figures from all over the world, also put up their views and called for a New World Order.
On the fourth and concluding day of
the conference today, the convener of the 'International Chief Justice's
Conference', Dr Jagdish Gandhi, released the outcome of the four days
deliberations of jurists in the form of 'Lucknow Declaration' at a press
conference held at CMS Kanpur Road auditorium. Dr Gandhi stated that after four
days of intense deliberations and discussions, the jurists and legal luminaries
from 50 countries of the world have resolved that they would not rest until a
World Government, one World Parliament and an effective international legal
system comes in place. The Lucknow Declaration reads:
REALIZING
that global warming and climate change is having adverse impact on this planet
and that the agreement reached at the recently concluded U.N. Climate Change
Conference of Parties (CoP 26) to accelerate action towards the goals of Paris
Agreement and the U.N. Framework Convention on Climate Change, is expected to
bring some change according to the time frame as per agreements;
Also
realizing that Covid-19 has caused unprecedented loss of human lives world over
and the nations are fighting the pandemic with the sprit of cooperation and
co-existence with earnest hope to combat it and that more cooperation and
research are imperative to meet its bad affect and for any pandemic of such
nature in future;
Believing
that world peace is of paramount importance for sustainable development so that
is this era of globalization, benefits of science, technology and development
reach to the poorest and down-trodden people who are deprived of basic human
rights, right to education, health and sanitation, potable water, shelter and
clothing etc;
Being
aware that terrorism and extremism at national and regional levels is inciting
war-like situation, either on ideological, religions, political, ethnic or on
some other consideration which imperils
the peace and well-being of every person;
Acknowledging
that the United Nations is working for peace, human rights, social uplift,
development and in other fields through its various agencies, but lacks the
essential mechanism and authority needed to get decisions of he General
Assembly implemented.
NOW
THEREFORE, we the Chief Justices, Judges and legal luminaries at this 22nd
International Conference of Chief Justices of the World on Article 51 of the
Constitution of India, organized virtually by City Montessori School, Lucknow,
India, from 19th to 22nd November, 2021 do hereby REAFFIRM the Resolutions
passed in the previously held conferences of Chief Justices and also affirm
centrality of the Rule of Law and independence of judiciary, and further
RESOLVE:-
1. That
the Heads of State and Heads of Government of all countries of the World be
urged:-
(a) to take concrete steps to move the world body
for review of the U.N. Charter as required in the Charter itself so as to
strengthen the authority, prestige and power of the United Nations;
(b) to deliberate on the present global problems and issues by
holding a high level meeting of Heads of State/Government and to work for
establishment of an effective global governance structure for sustainable world
order and for democratically elected World Parliament to enact enforceable
world law, leading to establishment of world executive and World Court of
Justice;
(c) to take urgent steps to check/reduce global
warming as required in agreements in international conferences'
(d) to take steps for introducing instructions in
citizenship education, peace education and cross-cultural understanding in all
schools of their country which will produce global citizens.
2. That
the United Nations be urged:-
(a) to expedite review of the U.N. Charter,
including reform of the Security Council.
(b) to make efforts for prevention of terrorism,
extremism and war and for elimination of
weapons of mass destruction.
(c) to consider the efficacy of establishment of
an International Anti-Corruption Court.
3. That
Members of world Judiciary be urged
(a) to promote respect for dignity of persons
which is the basis of all fundamental human rights and fundamental freedoms;
and
(b) to motivate respective national governments to
take steps to introduce citizenship education in all schools.
Also RESOLVED that copies of this
Resolution be sent to all Heads of State/Government and Chief Justices of the
World and to the Secretary General of the United Nations organizations for
consideration and appropriate action.
